Anyone wanna make some prop ammo?

Wow. I think this may be my first post in the Reloading forum, and it's for this nonsense.

 

One of the guys at work is doing a promotional package for his band, and for some reason foreign to me, he wants to include a piece of prop ammo. If anyone is interested, here are the details:

 

50 pieces of either .223 or some flavor of .30, deprimed (or with a spent primer) with a bullet set in an empty cartridge. His budget is $50.

They have .223 and .308 dummy rounds on ammo belts.

Why doesn't he just spend the money on real ammo? He could then resell it. This is, of course, assuming he's taking photos with it.
