Shipping Handguns

It's my understanding that FFLs are able to ship handguns ground through USPS. I'm selling a handgun to someone out of state and contacted 4 local gun shops and all of them said that they're only able to ship air and it would be around $75.

 

What's the deal? Is there some NJ law that prevents FFLs from using USPS? It seems strange that every FFL I contacted was unaware that they could ship USPS and thought they had to use FedEx or USP just like I would if I wanted to ship a handgun myself.

 

Anyone know of an FFL in or near West Essex County that doesn't charge an arm and a leg to ship a handgun?
