With judicious application of glue and/or pins(s), I'm sure it could be made compliant--but you'd need to do that work out of state before you bring the mags in. I believe permanent has been defined, for the purpose of modified magazines, to mean unable to be undone without rendering the magazine unusable. With that in mind, S&W makes a 10rd mag utilizing their 25rd casing. They essentially put a pin in it, stamp 10rd mag on the side and it's a done deal. From what I understand, simply removing the pin with a tool converts it to a 25rd mag. In this case, it comes directly from the manufacturer as a 10rd mag and you need a tool for the conversion.
