As required by the foregoing Executive Order, the Division of State Police (Division), Department of Law and Public Safety, and the Attorney General have reviewed the rules and, with the exceptions noted below, have determined them to be necessary, reasonable, and proper for the purpose for which they were originally adopted. Accordingly, the Superintendent of the Division proposes to readopt N.J.A.C. 13:54 with amendments and new rules.

The Division proposes to add “a change of sex” in the requirement to obtain a duplicate firearms purchaser identification card at N.J.A.C. 13:54-1.11(a),

If it doesnt say that its sarcasm but instead "This is really important" then i understand it as its important.

 

The same way that you understand that a stripped reciever is not a firearms because it doesnt say it in the NJ Statutes.

My head wants to explode after reading most of the 11 pages. I do not understand why these provisions are not challenged in court. By someone. Anyone.

Because are NJ gun rights group(s) are more concerned with suing NH over their carry laws. And demanding local PD's to strictly adhere to unconstitutional laws instead of actually challenging the constitutionality of the laws themselves.
