FID Application Reference

I'm applying for a NJ FID and handgun permit. Do the two references required by the applicaiton have to be a NJ resident? and is there a limit/preference on how long you have known each other?

They do not have to be NJ residents to be a reference. I don't believe there's any time limit but I do tend to use people I've known for at least a few years. I usually use the same references each time, unless one doesn't respond to me when I tell them I'm applying, I'll use one of the couple of guys I have as backup.
