an articulated plastic clip that I remember from my youth. It was an adhesive backed item, a loop of sorts. If it's open, you push your item (say wires or a pencil) into the clip and it closes under pressure and stays closed. Then to open it, you either just pulled your latched item out or you released the clip and then pulled (not sure exactly).

 

If anyone can recall what I'm talking about from my description and knows what they were/are called, I'd appreciate it.

wire hanger, you can still get them, radio shack or a good electrical supply, i can check my marine catalouge and see what is available their.
