is it up to a state to allow or forbid purchases by out of state residents. In some western states, I understand you can purchase a handgun in person regardless of your state of residence.

 

I am 95% sure that you can only purchase a handgun in your state of residence.

federal Law, not State. Handguns can only be purchased Transferred in state of Residence..you can BUY one anywhere, byt the transfer has to go through an In-state FFL.

Federal Law supercedes state law.

 

States have many different laws, for example some states allow someone 18+ to buy a handgun, or to carry, such as Vermont.

 

The end result, is an 18 year old can buy a handgun from another person in that state, but for example an FFL, who is governed by Federal laws, cannot sell to them unless they are 21.

 

Same deal with states allowing people to purchase, etc. etc.
