The seller doesn't care if you have an FPID or not, they MUST ship your lower to an FFL anyway. Your FFL is the one who will ensure that the transfer of firearms is done correctly and legally. Many (good) FFL's will hold a purchase until your paperwork comes in. Certainly there is a risk that you could be denied and that could potentially open a Pandora's Box depending on which FFL you use.
