Question about STS33

Hi guys,

 

I'm in the process of moving and will be changing the address on my FPID. The question I have relates to number 27.

 

I work in Philly and was going to try to get a permit to carry for NJ so I could then get one in PA(PA wont issue one unless you have one for your home state). After I had dropped off the paperwork at my municipality I got a call a few weeks later from the person handling the app and was basically handed back all my stuff and told dont bother as its a practical impossibility for anyone in NJ to get a permit to carry. This was about 2 or three years ago.

 

At that point I didn't pursue it any further because I realized it wasn't going to happen . So my question is does that constitute a refusal or is it nothing since the process ended before it began? I'm assuming since they gave me back all the copies I turned in as well as the money order for the application that the application was never processed.

 

I just dont want to put the wrong thing down when I turn in the form.

I would say the application was never submitted into the system, so technically it was not refused. That's just my .02

Will the PD give you a letter stating that it is a impossibility for a common citizen to get one? ask if they will and maybe it can used as evidence in the "justifiable need" case.

Could also be used for obtaining a PA non-resident CCW.

 

Before doing anything, would check in with NJ2AS on best way to approach PD.

You could always get a Utah permit which is good in PA (for now).

In New Jersey, you are required to complete a Firearms safety course and qualify

with the handgun (caliper) you are requesting the carry permit for.

 

The easiest , and most direct course of action is to call you local PD and ask to speak with

or meet the Chief of Police, introduce your self and explain your reason for the application.

If the Chief accepts you reasoning, you will be asked to properly fill out all the paperwork and

submit it along with your qualification from the cert. instructor.

The is will be processed, and hopefully sent on to the judge for signature.

 

Again - you need to show just cause, then show certification, then cross your fingers.
