KWA-S 0 Posted July 23, 2014 Hey folks, I can't find any good info on this question online or in the lawbooks and I figured you guys seem to be the experts. I'm an FFL03 in Washington state, and I'm interested in buying a Schmidt Rubin rifle from a buddy in New Jersey. My buddy wants to use an FFL01 on his end to ship it out, and they say they can only ship to another FFL01 on my end. I can't find any state law that's relevant to exactly this edge case, so am I forced to deal with FFL fees? WA/Federal law is fine with me receiving a C&R at my door, would NJ be fine with that? Recon Racoon 49 Posted July 23, 2014 C&R isn't recognized by the state, for in state residents. But some one in other state might not have a problem. Unless there's something in the statutes I missed. And also, unless I'm mistaken (and if I am I'll have 9,000,000,000 replies telling me so), since its a long gun you're buying your friend doesn't need an FFL to send it. Malsua 1,422 Posted July 23, 2014 With your FFL03, it can be shipped directly to you assuming it meets C&R and I believe all of those rifles would but I'm not a C&R guy. I know he can ship via UPS or FEDEX from a depot and you have to log the rifle into your book when you get it. End of story. I believe a non-licensee may ship via USPS to a licensee through the post office, but I'm not certain if all that applies to FFL03. It probably does, but I'm unclear on it. PK90 3,573 Posted July 23, 2014 The NJ resident can send the C&R long gun directly to you via UPS, FedEx, DHL or US Postal Service. Just email him a copy of your license. My buddy mentioned hes moving out of state in a month so I'm just going to wait for him to move and we'll avoid the NJ legal headache altogether.
