You can go to the State's web site and download the Certificate of Eligibility you'll need for the legal transfer. NO FFL is required. Buyer needs photo ID and NJFID. Make two forms, buyer keeps one and seller keeps one. Hand guns require a P2P and that has (4) copies, (2) of which need mailed to the authorities.
