The bill can be found here. So you need show proof you have completed a Firearms Safety class to get a FPID or P2P. Doesn't sound like you need to complete a class for every submission, or that it expires. It also mentions that the class can be taught by the NRA or other agencies but both the agency and the class must be approved by the "superintendent" My thoughts: What is required to approve an agency or class? This would need to be well enough defined to avoid an arbitrarily high bar. Of particular concern would be if the class requires the attendee to bring their own firearm as the Chicken/Egg scenario creates a barrier for new owners. Personally, while I'm a fan of training and I think every owner SHOULD take training I don't think it should be a requirement.. I think most people would WANT to take a class if offered at convenient times/locations and costs. The State would be better off providing discounts to training courses or vouchers (simialr to the child locks) or allowing a firearm safety class to reduce homeowners insurance (similar to a Defensive driving course). This would incentive the class and make it a benefit for everyone.

From a quick search the only reference I can find where online or out of state sales are prohibited had to do with tax collection (tobacco and gambling) or franchise laws (cars). Firearms is the only other thing and that's regulated federally not state.

I actually think the F2F bill is one of the easier ones for non gun owners to wrap their minds around. Banning online sales? Does anyone buy anything at a brick and mortar store anymore? Everyone uses amazon and can relate to the price differences. Also most online/care log sales cross state lines. That has to jam up against federal jurisdiction somewhere. How is it legal to dictate where one gets a legal-to-own product?

From what I remember reading the proposed bill it is not meant to cover something YOU do accidentally with YOUR firearm in your home.. as others have mentioned this is usually covered under existing homeowners insurance (for accidents anyway). This bill does two things: 1) You are liable for ANYTHING done with a firearm you own. If it is stolen, not reported, and used for a crime then YOU are liable for the damages from that crime. 2) Once liability is established in #1, you are required to have insurance to cover that liability. This is not normal homeowners insurance.. this is something NEW, which is why it is believed it will be expensive. This bill is bad on MANY levels.. it establishes liability, it uses that liability as a huge stick for reporting stolen firearms, and it requires insurance to protect against it's self-installed liability.
