  1. If, by happy coincidence, the training and qualification you completed prior to the publishing of these requirements fulfils all the requirements, you did it before October 1st. In my mind 2 days before or 7 months before makes no difference. Both are before October 1st.
  2. Here is the law: 2C:58-4 Permits to carry handguns. 2C:58-4. g. Training requirement. (1) On or prior to the first day of the seventh month following the enactment of P.L.2022, c.131 (C.2C:58-4.2 et al.), the superintendent shall establish training requirements in the lawful and safe handling and storage of firearms, which shall consist of an online course of instruction, in-person classroom instruction, and target training administered by a certified firearm instructor on a firing range approved by the superintendent and on the list of approved ranges published on the State Police website. The training shall include, but not be limited to, demonstration of a level of proficiency in the use of a handgun in such manner as required by the superintendent and training, developed or approved in conjunction with the Police Training Commission, on justification in the use of deadly force under State law. (2) A person who obtained a permit pursuant to this section prior to the first day of the seventh month following the date of enactment of P.L.2022, c.131 (C.2C:58-4.2 et al.) and which permit is not scheduled to expire until at least one year following the enactment of P.L.2022, c.131 (C.2C:58-4.2 et al.) shall comply with the training requirement established pursuant to this subsection no later than the first day of the tenth month following the date of enactment of P.L.2022, c.131 (C.2C:58-4.2 et al.).

The certification requires the instructor to sign off that "The above-named Permit to Carry applicant has successfully qualified on a course of fire substantially similar to HQC2 (modified) included in the Private Citizen Concealed Carry Use of Force Training manual, utilizing a minimum of 50 rounds and receiving a minimum score of 80%." If a person cannot physically carry out an action such as kneeling, as an instructor, I would sign off anyway under the "substantially similar" part.

    There was a change in the law a while ago, and now anyone moving into NJ with firearms has to apply for an FPIC and register any handguns. 2C:58-3 Purchase of firearms. 2C:58-3. o. Registration of handguns owned by new residents. Any person who becomes a resident of this State following the effective date of P.L.2022, c.52 and who transports into this State a firearm that the person owned or acquired while residing in another state shall apply for a firearms purchaser identification card within 60 days of becoming a New Jersey resident, and shall register any handgun so transported into this State within 60 days as provided in this subsection. A person who registers a handgun pursuant to this subsection shall complete a registration statement, which shall be in a form prescribed by the superintendent. The information provided in the registration statement shall include, but shall not be limited to, the name and address of the person and the make, model, and serial number of the handgun being registered. Each registration statement shall be signed by the person, and the signature shall constitute a representation of the accuracy of the information contained in the registration statement. The registration statement shall be submitted to the law enforcement agency of the municipality in which the person resides or, if the municipality does not have a municipal law enforcement agency, any State Police station. Within 60 days prior to the effective date of P.L.2022, c.52, the superintendent shall prepare the form of registration statement as described in this subsection and shall provide a suitable supply of statements to each organized full-time municipal police department and each State Police station. A person who fails to apply for a firearms purchaser identification card or register a handgun as required pursuant to this subsection shall be granted 30 days to comply with the provisions of this subsection. If the person does not comply within 30 days, the person shall be liable to a civil penalty of $250 for a first offense and shall be guilty of a disorderly persons offense for a second or subsequent offense. If a person is in possession of multiple firearms or handguns in violation of this subsection, the person shall be guilty of one offense under this subsection provided the violation is a single event. The civil penalty shall be collected pursuant to the "Penalty Enforcement Law of 1999," P.L.1999, c.274 (C.2A:58-10 et seq.) in a summary proceeding before the municipal court having jurisdiction. A law enforcement officer having enforcement authority in that municipality may issue a summons for a violation, and may serve and execute all process with respect to the enforcement of this subsection consistent with the Rules of Court.

  8. For a solution to the small grip problem, have you considered the Wilson Combat grip module? It is a relatively cheap fix for the problem that many of us have with the P365.
  9. I have been asked to run a class to prepare people for carrying a defensive firearm by my home range, Phillipsburg Pistol club. It will be held on August 6th, from noon until approx. 4pm. We will cover safe use of a holster and a number of defensive shooting techniques. The class will finish with running each student through HQC1 and a certificate will be provided for those that achieve a passing score.   10. The statute was so badly written that if you are transporting unloaded guns to an exempt location, just as you would before but now you have been issued a PCH, you are required to declare. If you are transporting the same way but have not been issued a PCH, you don't have to declare.
  11. Did he explain how that constituted PC, or was he saying that some cops could misconstrue having an FPIC as PC for a search. Either way, how can showing a document that would make possession of the item being searched for legal, justify a search for the item? It would just be a massive waste of time. It would be like "Oh, you have a prescription for oxy-codeine. We're going to look for the oxy-codeine that you got legally from the pharmacy/"
  12. I don't see how having a permit which would make possession of a handgun totally legal could possibly be construed as PC and justify a search for the handgun that you have already proven would be legally possessed if present.

  14. I encourage everyone to do as I did last week and file a complaint with the NJSP office for professional standards. Swamp them with their own paperwork. Maybe it will persuade Callahan to assign a few more officers to the FIU.
  15. The blurb for most guns safes is horribly optimistic. A "12 gun" rifle safe assumes you have no scopes or other attachments. I would say start with at least double the size of your current collection of rifles and then add extra space for the handguns.
  16. You always get stiffed on a rebate offer. You pay the full rate plus tax on that full rate. Sometime in the future you get some money back from the manufacturer (hopefully), but you never get the tax back on the rebate amount.

  19. I just traded a 2011 with 180k miles (4.3l Triton V8) for a 2015 with 74k miles (3.5l V6 ecoboost) Ford have been making Expeditions for a very long time and have got most of it figured out. The 2011 had to go because it was rotting out, but mechanically was in pretty good shape. The 4.3 V8 was still running strong, 6 speed transmission was good, even the wheel bearings were still good. The chassis not so much after 12 NJ winters and the OEM rear muffler was rotted out too. There were a few ancillary components that needed attention over the last couple of years - fuel tank pressure sender, power steering line, gasket for the coolant bridge between the heads - but other than that it was just normal maintenance items like brakes, plugs and oil changes. My replacement has the 3.5l V6 mated to the 6 speed transmission. It pulls well - better than the 4.3l V8. I have no info on the 10 speed transmissions they started to install after 2017.
  20. Yep This is only true of the transversely mounted 3.5 V6 (e.g. Explorer) where they needed to reduce the length of the engine so put in the dumb timing chain driven water pump. The longitudinally mounted version of this engine has a traditionally designed water pump driven by the serpentine belt. The Gen 1 of the ecoboost 3.5 V6 has DI, which can lead to carbon fouling in the intake manifold. The Gen 2 has both DI and port injection to try to flush the intake during normal operation. In the Expedition, it is a pretty solid engine.
  21. Given the construction of a typical driveway, you could probably land it exactly once. Hopefully you don't have too many windows nearby that would suffer from the flying chunks of tarmac.
