Had to follow up on this, went to Walmart chat to find out more, this is the response I got, I was amazed she could write that, couldn't believe it.

It is principal, it's a plastic container with a sticker. But get this, one of their 3rd party vendors has it and I can buy it from them through the Walmart website and have it shipped to me, So I guess it's Okay as long as Walmart is not selling it. What a joke.

Just did mine last year, I was also nervous, nothing to worry about. I'm sure others will tell you their experience. Mostly about safety. Need to know how the action works, open close it and always use the safety if he stops to talk to you. You need to load correctly. Always point down range. I think I'm reading the store policy correctly , they only ship to their stores. So there is no other option except if they have in stock in a PA, DE store which they don't. Or buy from someone else.
