not to be an ass.. but obey the law and you will never have to worry about how a ticket goes from 20 to 140... and further.. these assholes driving around on cellphones NOT paying attention are a HUGE nuisance.. one in a giant SUV almost drove into my Mustang just the other day while chattering away on his cellphone..

You seem to be missing the point. I don't care what the ticket is for, or how much it costs for the actual ticket. The point is all the additional fees tacked on. Wanna make the ticket 142 bucks on its own? Thats fine with me too. Just don't sneak all those additional fees onto it. On any given day almost all of us commit some sort of offense that can be ticketed. Yeah yeah I'm sure all of you never ever drive even 1 mile an hour over the posted limit. If I drive a few mph's over the limit and get a ticket then ok, I deserve it. I don't however deserve the additional bullshit added on.

With my limited knowledge of California civics, I'd be willing to bet that the reason all those individual fees are added is because ticket fines go into a "general fund." But, legislators needed ways to pay for specific projects (i.e. a new courthouse, courthouse security, ensure local (city/county) funding from tickets--probably to encourage ticket writing). Thus, making the fine $142, would place $142 in the general (state) fund which would be subject to later legislative/budget mishandling, whereas adding specifically-enumerated fees places the money in the funds where it was originally intended to go.

 

That being said, if governments would just be more responsible with their constituents' money, we wouldn't need all these special "fees" added on; it just looks sleazy and sneaky.
