Normally yes, but the manufacturer can apply to the BATF for a sporting purpose exemption just like they do for shotguns. That is how these rifles are being able to be sold as a regular rifle.

 

So the question one might ask is why a .700 or a .950 jdj could be sold and not the Streetsweeper? The reason why the Striker12/Streetsweeper was considered a DD was because the BATF ruled that it didn't have a 'sporting purpose' even though it shot regular shotgun shells.

 

But apparently these 'elephant rifles' do have a 'sporting purpose'.
