THE MEDIA!

 

They sensationalize the whole event and sometimes even report completely wrong info to get your attention away from the other media. All the hype and publicity appeal to the other evil doers watching. They see this stupid kid as a hero! I would bet good money that if some weak minded coward where to go on a rampage with a sword and it was covered like this some other coward would too. Once the first one happened it started the ball rolling for the rest.

They are definitely part of it. The phenomenon even has a name, The Werther Effect aka Social Proof Theory.
