FFL or other licensing requirements

Is anyone aware or any specific requirements for just the resale of ammunition? I am thinking about starting a side business to sell commonly hard to find ammo. I know it is not the best time right now with the shortages, just thinking ahead. To be clear, I am not talking about reloads. I would establish vendor relationships with the major manufacturers.

AFAIK, only a NJFL is needed.

You need a NJ License to sell firearms. At that point you might as well continue on and get the FFL because that's actually somewhat easier.
