Tax Stamp for a 14.5" barrel purchase?

I'm ordering a 14.5 mid barrel for my build.  Do i have to purchase this tax stamp even though I will be putting on a 1.5 brake to make it 16" legal?  I'm not clear on the tax stamp. thanks!

Nope. 

 

It is just a barrel.  You can't have it on a working gun without a break.... but.... you can have it with no stamp, just put the comp on it before you shoot the gun.

No tax stamp provided you do not have the parts to construct a working firearm. Also, you will need local LEO approval to get a tax stamp, which you will never get in NJ.

procedure... move to PA.... 

in America where SBR are allowed it is more of a fee than approval... you just have local sheriff sign off on it... pay the $200 and then wait a really long time.. last I checked it looks like it is going to take about a year total for my stamp to get here...
