Transfer through ffl to NC resident then they can give to him once he obtains purchase permit is only way i see around it

By code you need an either or failsafe for gen or utility power. IF gen was on and main breaker was not turned off you could backfeed the grid endangering utility workers. You would know better and not do it, someone else might.
