10X 3,301 Posted February 24 It's legal to use a magazine plug, typically a length of dowel dropped into the tubular magazine to restrict its capacity. The regs also require this for hunting waterfowl. It's a non-permanent modification, so not a big deal. Or just use a single shot or double-barrel shotgun. Lottery system ended Feb. 22. However, many zones have unclaimed tags that you can purchase over the counter at a licensing agent like your sporting goods store.
