Question about NJ Turkey Hunting

I've noticed on NJ and some other states that there is a restriction on shotgun capacity for turkey hunting, not being capable of holding more than 3 shells. 

What shotgun has a max capacity of 3 shells?

It's legal to use a magazine plug, typically a length of dowel dropped into the tubular magazine to restrict its capacity.  The regs also require this for hunting waterfowl.  It's a non-permanent modification, so not a big deal.

Or just use a single shot or double-barrel shotgun.

Lottery system ended Feb. 22. However, many zones have unclaimed tags that you can purchase over the counter at a licensing agent like your sporting goods store. 
 

Hunt New York; non-resident license @ $100, turkey permit @ $10, hunt 31 days in May and you can harvest two turkeys.
