Semi-auto 18 or 18.5"?

I have a Remington 1100 semi-auto with a long barrel for clay/trap. The mag capacity is 4+1.

 

I have another long barrel that I am going to cut down for HD.

 

Can it be 18" or has to be 18.5" or longer?

 

I bought a reamer to remove the burrs when cut and will sand it coarse to fine. I plan to use a blueing compound on the cut edges. Any other suggestions to make it look nice and clean? I know it's just for HD

From others that have posted....

 

must be 18" or longer...... but not 17.9999999999999" , so thats why most people just say 18.5" to stay away from any gray area of the law....

Would probably be a good idea to cut it nearest the closest rib.
