Memo regarding standard capacity mags made into 15rd mags

Does anyone have a copy of a memo from the NJSP or other legal body regarding limited capacity mags being made from standard capacity ones?

Look under N.J.A.C. 13:54-1.2 Definitions for the "Large capacity ammunition magazine":

 

"Large capacity ammunition magazine" means a box, drum, tube or other container, which is

capable of holding more than 15 rounds of ammunition to be fed continuously and directly

therefrom into a semi-automatic firearm. A large capacity ammunition magazine that has been

permanently altered so that it is not capable of holding more than 15 rounds of ammunition will

cease to be defined as a "large capacity ammunition magazine." An ammunition magazine, which

has been temporarily blocked or modified from holding more than 15 rounds, as by a piece of wood

or a pin, is still considered to be a "large capacity ammunition magazine."

I thought there was a memo that expanded/further defined that?

It was a letter written by the AG to gun stores notifying them that although previously the state police considered a temporarily blocked high cap mag (pinned blocked with wood) to not be an assault weapon they were now going to enforce the law as written.

 

Yes this means that per the police you were compliance one week and breaking the law the next with no disposal recourse. Better have know how to "permanently " modify your magazines
