Handguns can only be purchased Transferred in state of Residence..you can BUY one anywhere, byt the transfer has to go through an In-state FFL. ETA fixed my own post. StarWarsGeek45 5 Posted October 20, 2011 Federal Law supercedes state law. States have many different laws, for example some states allow someone 18+ to buy a handgun, or to carry, such as Vermont. The end result, is an 18 year old can buy a handgun from another person in that state, but for example an FFL, who is governed by Federal laws, cannot sell to them unless they are 21.
