I believe that it is a bi-metal jacket and there is the chance of sparks. They may feel that it is harder on the backstop also. This is speculation, but those are the reasons most often given. I believe the prohibition against the Russian ammo is because of the steel cases - makes it harder to salvage the brass for recycling.

S&B also makes a steel core round, its marked with "Police" on the box...thats the S&B Bullet hole doesn't allow cause it'll damage their backstop...As long as it's not the steel core it should be fine...take em out of the box and use a plastic ammo case. I picked up a case of S&B few years back that was on blow out sale, had the "Police" markings on it...I still have it lol. S&B makes an excellent round and their packaging is perfect...wish more would package like they do.
