If seller doesn't have FID, then they can be charged for transporting outside the exemptions (to/from out of state, range, home or business owned by them)

Them selling guns to the Police or AG's office doesn't legally absolve them of the illegal transport crime either, the cops and AG's office are simply choosing not to charge anyone for that.

The seller gets immunity if they're taking the gun to the buyback according to the AG guidelines for buybacks. The risk exists that an officer might choose to charge the seller if they sell to a private party instead of the buyback.

There's nothing in the law (2C) that says that it's legal to bring guns to a "buyback", it's just another example of the AG's office making up rules that they want to have.
