When do you need to pin and weld a muzzle break?

Can a NJ resident buy a threaded ar barrel (just the barrel) before it has a permanent muzzle break on it?

Yes you can purchase, but you can't be in possession of it at the same time you possess a lower with a pistol grip and detachable magazine because now you have the "evil 3".

General consensus is to have them sent to a shop to have the work done if you own a lower(s). YMMV.

The prosecutor will argue that if they both exist on the same planet (or possibly adjacent planets), you are in violation.

"An assault firearm also means a part or combination of parts designed or intended to convert a firearm into an assault firearm, or any combination of parts from which an assault firearm may be readily assembled if those parts are in the possession or under the control of the same person."

So if all parts are in your possession OR under your control, it's an assault weapon.
