Almost all uppers you buy will have a A2 flash hider. you need to take it to a FFL to have a muzzle brake pinned and welded, and bayo lug cut off to be New Jersey Neutered. Yep. Some vendors will do the work for you (Arfcom is but one that comes to mind; there are others) and can ship a NJ compliant upper right to your house. Otherwise, it has to go to an FFL who will do the modification before handing it over to you. If you don't yet own a lower, I've seen some folks make the case that you can possess a noncompliant upper, perhaps while making the modifications yourself. I don't know if that's true or not; I suspect it's one of those things you could get busted for and later proven to be in the right, after a long, expensive legal battle.
