NJ NICS Delay.. Civil lawsuit??

With the excessive delay, is it possible to file a complaint I even civil suit?

 

The excessive delays could be viewed as violating the 2nd amendment by delaying ones ownership rites.

 

In my case, I just got an FID and P2P. I was just NIC checked and vetted not more than a couple of weeks ago and now I am being check again.
