West Milford CCW Additional Requirements?

So, I know 2 people who live in West Milford, NJ. One currently has his permit, the other is still waiting to pick his up. According to both of these guys, the West Milford police chief requires you to come in (at his convenience between the hours of 9am-2pm Mon-Fri, with no consideration for your job) to meet with him and a lieutenant to have a video recorded interview before you can have your CCW permit.

Anybody else run into this in your town? Is this even legal? What says the hive?

West Milford PD does do an in person interview. They ask about 5 questions, and it takes about 5 minutes. Can not confirm if it is recorded.  As far as legal, from my understanding of the updated statue, it does state that the Chief shall interview the applicant.

Really? "Shall" as in must, or at his/her discretion?
