The ccw holder has to meet the same requirements as an off-duty LEO except they have to pay for the man hours of the range officers/instructors. Yeah except placing a protected right on the other side of an onerous fee designed to place it outside the reach of most people has been shot down in many places before. It's a well trod path form the civil rights era. Also, if it steps outside of the state law, it will time number 182372174518736534765896314650183640126734 that SF has had to be smacked upside the head to try to make it understand they can't preempt state law.
