China is the largest producer of nitrocellulose and is the main provider for many US based ammunition manufacturers. China recently tightened their restrictions on exportation of nitrocellulose, effectively cutting off the US suppliers. Couple that with them demand for .mil supplies and the civilian market gets shorted.

The problem is all these Centers become academic laundering mills where the state can push its propaganda as legitimate scientific studies and experts. These are then used in court cases as briefs or evidence.
It's not too surprising that anti-gun states are doing what appears to be reactive if not retaliatory things following the Bruen decision, but it is still sad and frustrating.
