Yes Mil spec brass is thicker(thus less case capacity) and if the data you are using is for commercial brass I would reduce my starting loads 5-10%. And for the record...Once you run that brass through your sizing die you are reloading .223 Rem not 5.56 NATO. Trim to specs for .223 Rem as normal.
