Scope Suggestions for a .357 Bolt Action

A buddy that's not on the forum just picked up a .357 bolt action Ruger.  He knows less about glass than I do and is looking for suggestions.  Rifle will be used for general range use, hopefully a little hunting, and SHTF.  Also, the budget is on the tight side.  He would like to keep it below 200.

Either a low power or a fixed power carbine scope would probably be best.
