Its the only explanation I can come up with. If you must prove the ejector works to a customer whats wrong with a bright orange snap cap? I'm inclined to think it's a misunderstanding by the reporter. The guy may have been "clearing" the gun, but it doesn't necessarily mean he was actually removing bullets from the chamber.
