Media PA in Delaware County is where I went but it requires 2 trips. Pike County PA is only a 75 mile trip for you and requires only one visit. Go to the Pike County Sheriff's website and follow the directions for a one trip good experience.

Seperate topic - for those of you with PA non resident permits, what county did you apply to? I've read that some counties are known to not issue. Once I receive my NJ, I will apply for my PA as well, since it's a requirement to have your home state license first and I spend alot of time in PA due to family living there.
