You *cannot* find better glass for the money than Nikon

this ones on my short list. free mounts expired in April(?) also was a rebate thats gone too.

The P-223 is a 3-9x40 scope. You said your are looking for a scope that can be used as a red-dot AND provide magnification. The typical scope for this is a 1-4. With the scope dialed back to 1.0, you can keep both eyes open. With a retical that is lit, you essentially have a red-dot. A 4.0 magnification is good to about 100 yards.

 

The 3-9 would be a great unit from 50 to 200 yards, but not good at all at close range or indoors.

When_Shtf you gotta do a little more research, while there is in fact a 3-9 P223, the scope I showed was actually a 3X fixed scope with a 32mm aperature.

 

With a BDC reticle actually.

 

Now I don't know about the M-308 not having eye relief, I just got my Monarch 5-20x44mm today and while I agree the picture changes as you increase the magnification , it has like 4 " eye relief and its all good for me.

For an inexpensive red dot with GREAT reviews, look at the vortex SPARC. I have one and am very happy with it. There was a few threads going around the net about guys that did various reliability tests under different conditions and it performed very well.

I wouldn't use a 3x as a red-dot. It has poor close range capability. There are dozens of 1-4.0's on the market and I can think of 4 right off the top of my head that meet the OP's criteria.
