So my brother in law recently passed away shortly after serving in Afghanistan. I have been going through his items and among the cleaning kits, protective ESS lenses, goggles, piles of gloves, pouches, sand, helmets, socks, sand, multi tools and more sand, we came across this.

 

Anybody know what this tool kit is used for? No markings.
