Jon, right now that rifle is legal in NJ. No round limit on lever actions. Not saying that won't change in the future. But right now it's legal.

According to the specs above, it holds 16 rnds of .22LR and 21 rounds of .22short. So it fails either way.

No the problem is that PA stores get confused and just know 15 rds. I will have to see if they let me buy it

Don't bring it into NY State, their magazine limit for any gun is 10, not just semi-auto.

 

Of course if you can't find any .22 ammo to buy, the effective limit is zero!!!
