Malsua 1,422 Posted November 4, 2015 It's such a shame that even if this passed, it wouldn't apply to us. This is one thing I would really love. I have some hearing loss and tinnitus due to shooting 20+ years ago without hearing protection and this is one thing that would truly be beneficial to all shooters. Finally got around to look at this. Interesting section 4 has Preemption. Section 927 of title 18, United States Code, is amended by adding at the end the following: “Notwithstanding the preceding sentence, a law of a State or a political subdivision of a State that, as a condition of lawfully making, transferring, using, possessing, or transporting a firearm silencer in or affecting interstate or foreign commerce, imposes a tax on any such conduct, or a marking, recordkeeping or registration requirement with respect to the firearm silencer, shall have no force or effect.” I'm pretty sure NJ could get around that though.
