Pistol Permits, Extensions and Exemptions

Hello,

Just want to clarify a few things that aren't evident to me procedurally, from my reading other discussions...

1) Based upon an assumed approval for an extension of permits, the most permits you can request if adhering to a single purchase per 30 days is 5. This allows sequential 30 day buys, i.e. day 1, 31, 61, 91, 121 and 151.  Day 181 is not allowable under any circumstances. That isn't really a question, I believe this is fairly well established.

2) Given the schedule in #1, what defines day #1?  Is it the day the PD chief signs/approves the permits, or is it the day they are picked up?

3) If one desired to have an exception to acquire more than one pistol in a 30 day window, does this re-start the 30 day clock for regular purchases?  For example, say I purchased a pistol on day 1, then exercised my exemption to buy more for the purpose of building a collection on, say, day 15.  Since I was buying on the basis of an approved exception, is the next allowable window for a regular purchase day 31 or day 45?

4) If I had a desire to buy three pistols per #3, say one for range use and two as collectibles, does the exemption list all three, or just the two for the collection?  To make this interesting, as an example, say I wanted to buy an off the shelf revolver, and then an 1800s colt and a 1700s flintlock pistol.  The fact that serial numbers are needed aside, the two that one would buy under exception are the colt and the flintlock.  but to exercise the exception, and acquire a suitable range gun, do all three go on for the exception or just two?  What if they are all from different vendors? 

5) If there is a collectible that I desire to acquire, and do not desire to request exceptions, is it allowable to purchase the firearm (i.e. nothing precludes you from buying a gun if you do not take possession), have it shipped to my FFL (assuming they are agreeable to holding it), and then pick it up when the clock allows?

6) Is it best practice to provide the exception request for multiple purchases at the time of initial permit paperwork submission?  Ive seen some posts indicate yes, but others that indicate that procedurally the exemption is different.

Day 45 if new purchase is a non exempt purchase

New guns can be put on an exemption, even if claiming a collector exemption What if they are all from different vendors? You will need to fill out a SP016 form for each vendor/seller

Yes if your FFL is OK with holding it

The law says you need to submit both at the same time, but it has been allowed to submit exemptions for permits you already have

I got a multiple handgun exemption once and got them both on the same day....You have to list the firearms on the form. I am not sure if it can be done separate as it is pretty much one nics for multiple firearms.
I'm sure[mention=1314]pk90[/mention] or[mention=3597]remixer[/mention] can clarify.

It's a single nics for all pistols on the exemption

I always get extra permits just in case: like the dog ate one, etc. There is really no limit to the number of permits you can request except adding additional paperwork to your local PD (and $2 each) so you might not want to do it frivolously.

Day permit is signed by the chief is the day the clock starts towards expiration, Most towns fill in the Expiration date as well.

the 30 day rule resets on the date you transfer the pistols listed on the exemption.

Collection does not mean collectable. If you buy 7 brand new pistols its a collection. Exemption are not limited to "historical pistols". The pistols on the exemption must be at a single FFL regardless of where you purchased them. A single exemption cannot be spread among different FFL's.  If you have multiple pistols at different FFL's a separate exemption would need to be filed for each FFL and the pistols they are holding.

You can purchase as many pistols as you desire, The NJSP does not consider it a "purchase" until you actually pick it up. You're "Collection" can be acquired from different sources and times as long as they are being held its not a "purchase".

This differs from town to town. Reason being the exemption takes approx 4 - 6 weeks if done correctly. Some town take 6 months to get permits. I would try and time things to be within a month or so of each other. I'v had Nics question and delay the transfer of an exemption that was 6 months old because it took that long for the permits.  They did approve it but took a few days and a couple of phone calls.  You also don't want permits expiring while you are waiting for the exemption so don't jump the gun on that.

If you are planning to file for an exemption just make sure you and the ffl list every pistol properly.  Any serial number issues will delay the exemption and remove that pistol from being exempt during the transfer.  When we run the NICS check on an exemption we enter the serial numbers of each pistol being picked up, They must match the serial numbers submitted to the NJSP when the exemption was filed.  If a serial number is incorrect it would not be transferred during that transaction.

Also keep in mind that you can get one additional pistol that day.  If you have not picked up any pistols within 30 days..  We would run the single pistol first (Separate transaction, nics and 4473), Once that's  submitted we would submit the exempt transaction since it overrides the 30 day rule  on the one we ran prior.  As long as you run the single transaction first.

I advise all my clients when filing for an exemption to get an extra permit in-case they buy something after the exemption was filed. This does not save you money, Paperwork or time... It just allows you to leave with one additional pistol the same day.

We have done many exemption's, Only thing i will tell you is out of courtesy contact the FFL prior to arriving for the exemption transfer, there is nothing worse then you arriving to pick up 15 pistols during a time when the dealer is packed with other clients.  It creates confusion and holds up other customers, It also helps the dealer get your collection together, It will make for a smoother transaction.

      A fellow forum was asking about a display case for his wife’s pistol I believe. So I decided after seeing some display cases for insane prices, to make my own out of more or less cheap prices. 
      This one will be for my Nighthawk Custom Falcon 1911.
      I started out with a humidor I had when I was on a cigar kick with the club.
      Humidors make perfect cases for your gun. 
      Why? Its designed to keep moisture in so your cigars don’t dry out. Ones that are well made have a nice tight seal.
      ‘But John, we don’t want to keep moisture in. It will hurt the gun’. Correctomundo! But using it to keep moisture out works too! If you are not a cigar smoker, a humidor keeps the cigars from drying out by putting a moisture pad inside. We simply won’t be using the moisture pad nor the cheapo humidity gauge they usually give you.
      So lets start. One used but still in great shape humidor with glass lid. If you don’t have one, you can pick up something decent for about $50. I added a lik leather NH tag to use to open lid. They are air tight and easier to open with something to grab.

      If you use a humidor, they sometimes come with a lil shelf and divider. Toss them.
      Next, we added a little antique bronze clasp. 5 for $12 on Amazon. They come with tiny wood screws. You’ll need a jeweler type phillips head and a small awl to start a hole. Do not screw in without a starter hole. Also a mini pad lock with skeleton key.


      Next, you’ll want something to lay in there like velvet. I chose purple velvet. Rather than buy it by the yard, I actually got 2 - 14”x14” pillow shams with zippers on Amazon for about $11...
      This is a lot cheaper than buying it by the yard plus you don’t gave to sew anything. Just stuff it and zip it.

      You will need something to stuff it. That is your choice. I already had a bag of poly fill from another project. You can even rio open al old pillow and use the guts.


      Next is rechargeable Silica packs. I got a 25 count bag cheap also on Amazon. I chose to line the bottom of the case and also throw some inside the sham.


      Once you beat it and adjust it to get in the right position, you can see how the gun sits and adjust as needed.
      Next is optional and not cheap. I picked up 2 - Sensor Push bluetooth temp/humidity sensors for $50 each. One for the box and one for my safe. After calibrating them and pairing them to my phone, I inserted one into the display case.


      You don’t have to do this but I’m a bit of a tech nerd so.... [emoji6]
      You can also use a cheap digital one too.
      This one transmits data and stores 20 points which you can set alarms in the app if moisture increases. Kind of more important in my safe but....[emoji16]
      Here is a sample of the data. I just put them in so it will take time to level off.


      That’s pretty much it. Outside of the sensors, its cheap, easy and looks great. You can fo crazy with it or go simple.

      I have one more permit left and you know I can't let that go to waste. I was thinking about getting an FN 509 Tactical since I don't have anything like it. I already have a pretty spread out list as it is and don't want to add another bullet size to my purchases all the time. Here is my current inventory:
      Walther PPQ M2 Walther PQ5 Match Smith Wesson 1911 Beretta 92FS Smith Wesson 627 Revolver ( love this one ) H&K VP9 Glock X19 Bravo Company BCM4 - AR15 Rebel Arms - AR15 2 Mossberg Shotguns  
      I use them all at the range and rotate as much as I can. I always bring at least 1 AR and a couple hand guns. The list is in no special order. I like them all, but rarely shoot my 1911 45. Just don't like the feel too much, but want to keep it in my collection. A friend told me that the FN 509 Tactical would fit right into my list of firearms. The price is quite hefty for a polymer, usually $900 local and cheaper online. I was also told to check out Springfields XDS, and Walther CCP I believe it was. I would want a full size 9mm, high quality, and something that would fit into my collection. If you have any recommendations let me know. I'm not against any manufacture.  I did have my eye on the Beretta  APX, which looks great to me. Well thanks fella's. Maybe I'll catch some great recommendations here.
