Topic for another post but why can't he ban it?  It would require a background check for ammo purchases... 

Make it illegal for NJ to buy ammo without background checks from FFL.  He can then go after sellers who would quickly capitulate and likely turn over records? (just like the bumpfire stock companies did).

decision on california ban on online sales stated states can't ban it as ammo is protected under 2a (that's codified in 19th century SC rulings already)

Plus - Background check from whom??? It is prohibited to use NICS for anything but firearm purchases. That would mean that a whole new, state created, owned, administered database would have to be established. Ah, who cares? It's only money. LOL.
