I ask because I looked at the NYS/NYC laws on pepper spray in detail before and don't remember any restriction on bringing in pepper spray from out of state for personal use. The law has restriction on who can sell the spray in NYC, and it can't be mailed into the state by a seller, but I don't recall seeing any restrictions about possessing pepper spray from an out-of-state source and bringing it in for personal use.
