Pure speculation on my part, but since the barrel on this isn't long enough to have an underbarrel ramrod/seating lever, there must have been some type of separate tool/lever to do this. Maybe those circular indentations were used to locate one leg of the lever when seating the ball(?)

Adios,

never saw any loading tool that used holes drilled in cyl. on any black powder pistol - most used a lever on the base pin w/cylinder removed - look at the casting flaw where lower barrel boss meets with the frame , could this be a replica of some kind ? -

no markings on it anywhere.... metal is definitely oxidized.... the round holes at the outer edge might be decorative?

try putting a magnet on it + see if it sticks - might be a zinc replica -
