I know people have been pointing them at aircraft but limiting them to 1mw wouldn't fix that.

I know a lot of shore towns ban the use of lasers but not the possession of it.  They made it a nuisance ordinance so people would stop pointing it at others and running it across their eyes, but it is totally ok to have one.  That's how it should be.

They are a real problem for pilots...much more so than the imagined threat the .50 BMG round would ever be.  

 

I think the legislation came about because of numerous incidents targeting police helicopters.  Those tend to get more attention from the congresscritters.
