The electoral college in almost all states is bound by their constitutions to vote their popular vote. If they do not the elector is disqualified and replaced. In the states that don't enforce that, in the event that an elector goes rogue will cause law suits to ensue. I've searched to see if this has ever happened and came up blank. Stein's recount is going nowhere and PA may not participate because they've sealed the vote.
